On October 24, Mayor Wu Haiyan conducted research on technological innovation and the construction of the Songdu Laboratory at the front line. She emphasized the need to thoroughly implement the spirit of the 20th National Congress of the Communist Party, integrate technological innovation with industrial innovation, and accelerate the high-quality development of the instrumentation industry. City leaders Yang Kejun, Xue Zhiyong, and Tan Zhen participated in the research. On that day, Wu Haiyan visited Kaifeng Instrument Co., Ltd. and the National Water Large Flow Measurement Station to gain an in-depth understanding of the operation of enterprises and technological innovation work. At the subsequent symposium, Wu Haiyan listened to the report on the construction of the Songdu Laboratory and pointed out that building the Songdu Laboratory aligns with national industrial policy requirements, industry development trends, and the actual situation in Kaifeng. She hopes that all relevant units will effectively enhance their sense of mission, responsibility, and urgency in promoting technological innovation, seize policy opportunities, fully integrate resources, and strengthen the instrumentation industry, transforming Kaifeng's foundational advantages into a momentum for high-quality development. Regarding the next steps, Wu Haiyan emphasized the need for in-depth research to accurately position and select directions, learn from the experiences of advanced regions, and focus on the industrialization and intelligence of the instrumentation industry to build an innovative highland that integrates breakthrough and platform types. She called for benchmarking against provincial laboratory construction, making instrumentation manufacturing a breakthrough point for innovative development, promoting the physical operation of the Songdu Laboratory, and accelerating the cultivation and development of new quality productive forces. It is necessary to improve the work promotion mechanism, form a dedicated working group, strengthen overall coordination and support, and gather collective efforts; innovate management operations, talent introduction and cultivation, and cooperation mechanisms, optimize the allocation of innovation resources, and enhance the effectiveness of innovation activities. Focus on the "bottleneck" technologies in the instrumentation field, carry out key technological research, accelerate the transformation of scientific and technological achievements, and promote the integrated development of "government, industry, academia, research, finance, and service."
